The large gem shaped rhinestones used to bejewel the frame seem to represent two different ideas.
1) The gem's light refraction and sparkle represent positive energy, light and power - an energy in all of us for change and growth. The different colors used represent the light spectrum which, in turn, represents purity and freedom.
2) The use of the rhinestones is also meant to make comment on how many in our society find the need to adorn their religious icons with precious stones (the wealthy) or cheap sparkly rhinestones (the rest of us). The symbolism and meaning here goes much deeper but, I leave at least that, up to the viewer to decide.
